Dossier preparation & data management

REACH demands the development of a number of documents to support its substance registration. This requires both chemical and sectoral knowledge. Caleb/Treuhandbüro are able to deliver the following:

  • Management of supply-chain communications
  • Development of questionnaires for downstream users
  • Sourcing and evaluation of Exposure Scenarios
  • Management of interfaces with regulators on exposure-related issues
  • Development of IUCLID 5 dossiers in conjunction with chosen partners
  • Facilitation of data valuation and sharing

Risk assessment (human)
Since Environmental Risk Assessment requires both information on hazard and exposure characteristics related to a substance, Caleb/Treuhandbüro is well placed to provide guidance in the management of Risk Assessment processes with a strong network of specialist contractors in various aspects of hazard and exposure assessment.
SIEF facilitation

With over ten times the number of pre-registrations received by ECHA than was anticipated, and with many of those pre-registrants ‘passive’ or ‘dormant’, the challenge of managing SIEFs and co-ordinating with them is enormous. Many Consortia are realising that they must take a strong lead in facilitating the process of dossier development and often take on the SIEF Facilitator role.

Caleb/Treuhandbuero have been investing heavily in the handling of these interactions and have worked with IT solution providers to develop appropriate tools for the purpose. The ability to be able to handle large communication strategies on technical issues, whether within a stand-alone SIEF or as an extension of the Consortium Management role is a unique selling point of this partnership.

Testing strategies
The development of credible testing strategies will be a critical component of all registrations for substances being manufactured or imported by single legal entities at above 1,000 tonnes per year. Caleb/Treuhandbüro have a substantial track record in liaising with regulators on behalf of their clients and are also well placed to identify early precedents being set with the European Chemicals Agency (ECHA) in this area of activity.
Corporate strategy/advice
Although many have believed otherwise, REACH is, first and foremost, a business issue. Both Caleb and DNU Treuhandbüro have extensive business management experience within their respective ranks and are natural partners for the provision of business-specific guidance. This would normally commence with a REACH Impact Assessment which highlights the likely business exposure of existing chemicals covered by REACH.
Supply chain communication
As an active Only Representative itself, Caleb has legal responsibility for its own supply-chain communications and is therefore in a strong position to provide guidance to others. In conjunction with Treuhandbüro, Caleb is also closely advising existing Consortium clients on the requirements they have in communicating along the supply chain and, in particular, the gathering of information related to the characterisation of uses and related exposure scenarios.
