Consortium management
Acta EU strongly believes that collaboration through a consortium approach allows participating entities to leverage costs and maximize impact on targeted issues of shared concern. Acta EU's administrative and management support services provide consortium participants the time to focus on substantive issues, rather than administrative and organizational ones, to ensure that the consortium's interests are protected and immunized from antitrust concerns and its voice heard on a wide range of regulatory, scientific, legal, and related issues. Dossier preparation & data management
Given The Acta Group EU, Ltd's (Acta EU) experience in providing technical scientific support services, Acta EU is well suited to prepare all relevant documents used to support registration and/or notification activities under various global chemical programs while also conducting expert third party review. Professional staff associated with Acta EU have extensive experience in document preparation and presentation/defense activities in association with REACH and other similar global chemical programs. Acta EU provided successful technical consultation on the first appeal filed to the ECHA in association with REACH in which the success of the appeal was based upon technical merit. Acta EU staff can perform literature searches, category approaches, test plans, dossiers (in various formats, including IUCLIDv5), assessment reports (including but not limited to risk (CSR), exposure (CSA), and socioeconomic appraisal for substances).
Only representative
The Acta Group EU, Ltd (Acta EU) understands well the importance of protecting confidential information and is uniquely qualified to serve as an Only Representative under the REACH regulation to help non-EU manufacturers and exporters to the EU establish their substances within the EU. As an Only Representative, Acta EU has the ability to see substances through from pre-registration/late pre-registration to full registration whether functioning as the Lead Registrant or SIEF member. This will involve participating in SIEFs, communicating with downstream users, tracking use and volume details, preparing and coordinating substance dossiers, and negotiationg data compensation, including letters of access (LOA), chemical safety reports (CSR), and chemical safety assessments (CSA).
Pre-registration/Registration
The Acta Group EU, Ltd (Acta EU) has experience in performing pre-registrations prior to December 2010 and has assisted clients in determining if a late pre-registration can be undertaken. When the criteria to meet a late pre-registration are met, Acta EU can undertake this late pre-registration on a client's behalf. In addition, Acta EU is qualified to assist pre-registrants in preparing and performing registrations in association with REACH, which includes all support-related activities.
Risk assessment (environmental)
The Acta Group EU, Ltd (Acta EU) has the expertise to perform an evaluation of the available hazard data, accurately and quickly summarize these data, determine relevant key studies, and prepare Predicted No-Effect Concentrations (PNEC). Based on these findings, these data are then combined with appropriate exposure scenarios/estimates, to determin risks, if any. When needed, Acta EU will advise and prepare appropriate risk management measures.
Risk assessment (human)

Based on these findings, the data are then combined with appropriate exposure scenarios/estimates, to determine risks, if any. SIEF facilitation
A key and integral part of REACH is the formation of the Substance Information Exchange Forum (SIEF). Whereas many SIEF Formation Facilitators (SFF) and Lead Registrants (LR) have been identified and nominated on a per substance basis, many substances that are pre-registered and targeted for registration remain without a SFF or LR being identified. Acta EU has historical experience in providing support services to similar entities such as consortia and task forces in which formation or LR types of activities are required. In addition, when not functioning as the SFF or LR, Acta EU also provides third party review activities on key and relevant documents of the SIEF. Acta EU has prepared and reviewed SIEF and license agreements while also participating in numerous data compensation negotiations and document preparation activities.
Testing strategies
The Acta Group EU, Ltd (Acta EU) is ideally placed to assist clients in determining testing needs (data gap analysis), and to coordinate and monitor testing activities. These activities are conducted to support a substance registration and/or category approaches. Various means such as read-across, appropriate modeling, etc. are investigated as reliable alternatives to conducting testing. In addition, Acta EU can perform "rationales for waiving data" or other types of justifications to be provided in appropriate support documents. Acta EU has well formed relationships with several testing labs.

The Acta Group EU, Ltd functions as a third party representative for legal entities within the EU who are manufacturers or importers. Acta EU has the ability to see substances through from pre-registration/late pre-registration to full registration. This will involve participating in SIEFs, communicating with downstrean users, and preparing and coordinating substance dossiers, data compensation, including letters of access (LOA), and chemical safety reports (CSR) and chemical safety assessments (CSA).
