Risk & Policy Analysts (RPA) is an independent consultancy with a strong reputation and proven expertise in the field of the REACH Regulation and particularly in the area of REACH Authorisation; RPA has prepared and submitted numerous Applications for Authorisation and our Authorisation services are in increasing demand – an RPA-led consortium of consultants was recently awarded the contract for the preparation of several Applications for Authorisation on behalf of the Aerospace & Defence Chromates Re-Authorisation Consortium (ADCR) while RPA is currently defending numerous Applications that were submitted earlier in 2019.

To support our increasing workload, we are now seeking a REACH Authorisation Specialist to join our international Chemicals Team.

Description of tasks

The successful applicant will contribute or (depending on past experience) lead the generation of Applications for Authorisation for a range of private clients.  More specifically, we are looking for an experienced chemical management / regulatory affairs professional to work as a member of a multidisciplinary team on:

  • Collecting and analysing information on the conditions of use and markets for substances listed in Annex XIV of the REACH Regulation (Authorisation List), including literature reviews;
  • Assessing the availability, suitability and feasibility of potential alternatives;
  • Establishing and analysing the economic, social and competition impacts arising from non-Authorisation;
  • Organising and executing consultation exercises for a variety of stakeholders (clients, supply chain participants, regulators) in variety of forms (questionnaires, email communication, webinars);
  • Participation in meetings with clients and collaborating consultants;
  • Liaising with clients and regulators (e.g. ECHA officers);
  • Monitoring regulatory developments and events of relevance to ongoing projects and clients; and
  • Preparing written reports to a high standard.

The ideal candidate

The work requires people who are not only methodical and analytical but also fast-learning, flexible and prepared to tackle unfamiliar subjects with enthusiasm.  Key competencies would include:

  • A good knowledge and understanding of the REACH Regulation, practical experience of its implementation and most specifically knowledge of the Authorisation process;
  • Experience with socio-economic analysis and the analysis of alternatives and some familiarity with the ways of 
  • Strong analytical and problem-solving skills;
  • Excellent written and verbal communication skills as well as computer skills (word processing and spreadsheets);
  • Ability to work well under pressure both independently and as part of a team on concurrent projects;
  • Understanding of the requirements for handling confidential information and operating in an environment of competing business interests;
  • Motivation to further develop their expertise as a member of one of the leading chemical risk management teams in Europe;
  • Proficiency in another European language would be an advantage, particularly French or German.

Salary is competitive and reflective of experience and expected contribution.  The position can be either full time or part time and flexible working arrangements can be negotiated, including the location for the right candidate.
